Dear Sir/Madam,
Your application for a Permanent Residence is nearly complete. However, your application cannot be finalised, as you seem to have held Permanent Resident status in the past.
Under the Immigration and Refugee Protection Act (IRPA), a person who has been granted Permanent Resident status may not be issued another visa until their status as a Permanent Resident has been resolved. At this time, you appear to still be a Canadian permanent resident. This situation will remain unresolved until you choose one of the options below:
1) voluntarily renounce your Permanent Resident status. If your application to renounce is accepted, the decision will be final and you will have no right of appeal. Our office will then be in position to proceed with the finalisation of your Permanent Resident Application. 2) have your Permanent Resident status determined by a Canadian Visa Officer. This process is initiated by submitting a Permanent Resident Travel Document (PRTD) application. If the Visa Officer determines that you have failed to comply with the residency obligation under section 28 of the IRPA, and that no special circumstances apply to your situation, the application for a Permanent Resident Travel Document will be refused. You will then be given 60 days to appeal the negative decision, should you wish to do so. Please note it will NOT be possible to finalise your Permanent Resident Application during this 60-day period. Once the 60-day period is over, our office will be in a position to conclude your Permanent Residence case.

If you decide to submit a PRTD application, please make sure to fully complete every applicable question on the form, and to sign and date the form. You must also provide two recent passport-type photos and pay the processing fee of 40 Euro or 50 CAD. For detailed information on how to pay your fees please visit:

If you choose to submit an application to renounce (option 1), as soon as the application has been received and an officer has determined that you meet the requirements to renounce your Permanent Resident status, we will proceed to assess and finalize your Permanent Residence application.
Please include a copy of this message or letter with either your application to renounce OR your application for a PRTD.
Within 30 days of the date of this letter, you must send the required documents / information to the Immigration Section of the Embassy of Canada. If the documents / information have not been received within the specified time limit, your application will be assessed with the available information and may be refused.
To make the best use of limited resources, this office will not confirm receipt of the items requested above. It is your responsibility to use a secure and reliable method for the delivery or transmission of all required items.
