RCMP allege Citizenship and Immigration manager part of ring taking money to rush permanent residency application process

A SENIOR Citizenship and Immigration Canada official has been charged along with four others in an alleged cash-for-permanent-residency scheme involving tens of thousands of dollars. Diane Serre, 34, operations manager for the Department of Citizenship and Immigration at its Catherine St. offices, was arrested yesterday morning along with alleged ringleader Issam Dakik, 44, his wife Vivian Badaan-Dakik, 33, Roger Harper, 38, and Ali Naser, 43, all of Ottawa.
Only Serre is a government employee.
The RCMP allege the five collected a fee of anywhere from $4,000 to $25,000 each from less than a dozen individuals in the Arabic community over the past two years in exchange for securing their permanent residency status in Canada.
"The offences uncovered undermine the very fabric of a democratic society and cast a shadow on our government institutions," Staff Sgt. Sergio Pasin, head of the RCMP's special investigations section, said in a statement yesterday.
