Dental school graduates from outside Quebec who wish to practise here must:
obtain recognition of their diploma and training equivalence
obtain a permit from the ODQ
have a working knowledge of French, in accordance with the provisions of the Charter of the French Language R.S.Q., chapter C-11.
The key: an NDEB certificate
The ODQ works in tandem with the National Dental Examining Board and the Royal College of Dentists of Canada to establish qualification criteria, particularly as regards examination procedures for the delivery of generalist and specialist certificates.
Graduates from outside Quebec who already hold an NDEB certificate should refer to the "Equivalence with an NDEB certificate" section.
Graduates from outside Quebec who do not hold an NDEB certificate should refer to the "Equivalence without an NDEB certificate" section.
PROCEDURE FOR OBTAINING A PERMIT VALID IN QUEBEC ONLY
First step
Fill out a Training Equivalency Application Form and return it to the Ordre des dentistes du Québec no later than September 30 of the current year. Note that applications will not be examined before that date.
Second step
The Examination and Accreditation Committee of the Ordre des dentistes du Québec (ODQ) reviews the candidate's file.
Third step
Candidates who receive approval must pass an equivalency test administered by the ODQ. The test consists of two sections:
Basic knowledge: a one-day theoretical exam usually held in early April. If the candidate fails this section, he or she may not go on to the second section. The candidate is entitled to resit the exam, but not until the following year.

Clinical judgment and skills: a three-day exam usually held in the fall. On the first day, the candidate answers theoretical questions and takes an Objective Structured Clinical Examination (OSCE). On the next two days, the candidate's clinical skills are evaluated, using a mannequin. Candidates who fail this section are entitled to resit the exam.

Fourth step
Just like their counterparts from programs accredited by the Commission on Dental Accreditation of Canada, candidates from outside Quebec are required to pass the ODQ examination as a prerequisite for obtaining a permit to practise in Quebec. This exam is administered by the National Dental Examining Board (NDEB).
Fifth step
a) Submit an application to obtain a permit to practise dentistry in Quebec.
b) Ensure that you have a working knowledge of French, in accordance with the provisions of the Charter of the French Language (R.S.Q., chapter C-11).
Time required
Minimum of eighteen months is required to go through the above steps, obtain a permit from the ODQ, and be entered on the roll.
Fees
The fees associated with the process are as follows:
Request processing of a Training Equivalency Application Form: $2,000.00.
Registration for the basic knowledge exam $2,500.00.
Registration for the clinical judgment and skills exam $5,500.00.
Request to re-score the basic knowledge exam $300.00.
Request to re-score the clinical judgment exam $500.00.
Request to re-score the clinical skills exam $500.00.
Registration for the examination of the Ordre des dentistes du Québec $1,806.00.
Request a permit from the ODQ (to be renewed annually) $1,011.70.
Liability insurance premiums $1,000.00 (mandatory contribution to the professional liability insurance fund)
